The report “Digital Public Infrastructure in Europe: How the European Union (EU) Can Build the Capability to Deliver on Its Digital Sovereignty Agenda” — authored by Nicholas Gates (OpenForum Europe), with Chloe Teevan (ECDPM), Emrys Schoemaker (United Nations University Centre for Policy Research (UNU-CPR)), Krisstina Rao (Co-Develop Fund), and Federico Plantera (CEPS) — argues that Europe cannot address the digital dependencies at the heart of its digital sovereignty agenda without the capability to deliver digital infrastructure, and that Digital Public Infrastructure (DPI) that European actors can control, build, and supervise should be an important part of this agenda. It also examines how wide the gap between dependency and delivery will grow if the EU does not act now to build its capability to deliver on its digital sovereignty agenda, with DPI as a key pillar. The paper sets out recommendations for the European Commission and for Member States on how to make a DPI agenda for Europe possible in the coming years.
