This policy brief was created by OpenForum Europe as part of a series for the ALLPROS.EU project. It explores the role and impact of AI in the semiconductor supply chain, focusing on its uses, opportunities, and challenges. Through a series of semi-structured interviews with industry experts, the study aims to provide EU policymakers with actionable strategies to maximise AI’s potential in chip production.
While AI technology offers substantial benefits to EU chip production, the report finds that it also presents challenges that must be addressed before its widespread implementation. Benefits include cost savings in supply chain planning, improved demand forecasting, and enhanced real-time response capabilities to disruptions. These benefits are inhibited by significant challenges including talent shortages, data quality concerns, and barriers for resource-constrained SMEs to compete with larger organizations.
The brief provides actionable recommendations for EU policymakers to:
- Support open innovation and OSS adoption, especially for SMEs
- Strengthen STEM education and attract global AI talent
- Promote transparency and trust in AI deployment
As part of the ALLPROS.EU project, this policy brief contributes to the wider goal of enhancing Europe’s digital sovereignty through the chips industry. The ALLPROS.EU Coordination and Support Action project, launched in 2022, supports the Alliance for Processors and Semiconductors. Through this, ALLPROS.EU develops tools that advance collaboration and knowledge exchange targeting the semiconductor ecosystem, promoting the European industry. Thus, the project supports the collaboration of industry, policymakers, and academia to enhance the growth and resilience of the European semiconductor ecosystem.
