This workshop brings together stakeholders from EU institutions and Member States, national development agencies, and international practitioners for a discussion around digital public infrastructure (DPI) and its relevance for the EU in light of the policy focus on digital sovereignty. Secondarily, the workshop will also advance a shared understanding of specific DPI use cases in the European context.
While the primary audience is policymakers, decision-makers, and builders working in Europe, international development cooperation, or on DPI initiatives (in Europe or globally), the workshop will also include limited perspectives from open source technology providers, industry, and implementers. Sessions will be led by policy experts working at the intersection of DPI and European policy issues.
Agenda
The workshop will combine keynote presentations, expert-led dialogue, and facilitated breakout sessions to generate its output. An initial concept note will be updated into a substantive white paper with proceedings from the workshop, possibly co-authored by experts co-organising the sessions. A deliberate emphasis on practitioner participation — public institutions, development agencies, international partners, open source communities, and industry — aims to ensure that outputs are grounded and actionable rather than purely theoretical.
The programme runs across one and a half days. Day 0 is an evening policy dialogue providing conceptual framing and informal networking. Day 1 is a full-day structured workshop combining expert-led dialogue sessions with parallel breakouts that drill into specific use cases, legal and regulatory frameworks, and implementation dynamics.
